Belgium is a federal state in Western Europe. It is a founding member of the European Union and hosts the seat of the European Commission, and those of several other major international organizations such as NATO. The region has been called Belgica in latin for the roman province of Gallia Belgica, which covered more or less the same area.

The Universal Postal Union is a specialized agency of the United Nations that coordinates postal policies among member countries, in addition to the worldwide postal system. Before the establishment of the UPU, each country had to prepare a separate treaty with other nations that post had wanted to bring international mail to and from. The UPU was created in 1874.
