Yugoslavia was a country in the western part of the Balkans. It was established on 1 December 1918 with the union of the State of Slovenes, Croats and Serbs and the Kingdom of Serbia, under the name Kingdom of Serbs, Croats and Slovenes, later becoming the Kingdom of Yugoslavia in the month of October 1929. In November 1945, the monarchy was abolished and transformed into a Federal Republic. The state was divided into six socialist republics, which since 1991, began to declare independence. The dissolution of Yugoslavia bring to the Yugoslav wars and ethnic cleansing.

The Universal Postal Union is a specialized agency of the United Nations that coordinates postal policies among member countries, in addition to the worldwide postal system. Before the establishment of the UPU, each country had to prepare a separate treaty with other nations that post had wanted to bring international mail to and from. The UPU was created in 1874
