Chile is a country located in the extreme southwest of the American continent. Before the arrival of the Spaniards in the 16th century, northern and central Chile was under Inca rule while independence Mapuche inhabited south-central Chile. Chile declared its independence from Spain February 12, 1818. In the War of the Pacific (1879-1883), Chile defeated Peru and Bolivia and won its current northern territory. It was not until the 1880s that the Mapuche were completely subjugated.

The Universal Postal Union is a specialized agency of the United Nations that coordinates postal policies among member countries, in addition to the worldwide postal system. Before the establishment of the UPU, each country had to prepare a separate treaty with other nations that post had wanted to bring international mail to and from. The UPU was created in 1874.
